Improvements

• Changed the journal attachment upload file size to 4 MB to coorespond with the Azure limits in blob storage.
  
• Added an error message if the User selects a journal attachment that is larger then 4 MB.
  

Defect Fixes

• Fixed the issue in the User Permissions so that the Site selection list of values will now automatically update after adding or removing a site form the User's site access list.
